Construct a staging executor for the specified target.
template< typename OtherExecutor> staging_executor( OtherExecutor && e);
When Executor is a reference
type, e must be an lvalue,
and the staging executor refers to it. Otherwise, the staging executor
owns a target that is constructed from e,
which is moved from when it is an rvalue.
