Allocator‐extended copy constructor.

Constructs a bitset that is a copy of the bitset b, and which uses a copy of alloc to allocate memory. Together with the allocator‐extended move constructor, this is what uses‐allocator construction requires: for instance, it allows storing bitsets which use a std::pmr::polymorphic_allocator in a std::pmr container, or in a container which uses a std::scoped_allocator_adaptor.
If AllocatorOrContainer is a container, this constructor uses, and requires, the corresponding constructor of that container.
Throws
An allocation error if memory is exhausted (std::bad_alloc if allocator_type is a std::allocator).
